Call to Order
Al Hopkins called the meeting to order at 1:03 p.m.
2. Introduction – Anne Marie Kaminsky
Al Hopkins welcomed Anne-Marie Kaminsky to the
Board. Other members of the Board introduced
themselves to Anne-Marie.
3. Approval of Minutes
Art Skerker MOVED (2nd Jenifer O’Connor)
to approve the minutes of May 5, 2004 as presented.
VOTED UNANIMOUSLY.
4. Approval of Agenda
The agenda was approved as presented. VOTED
UNANIMOUSLY.

There was no public comment.

State Library Report – Kendall Wiggin
Kendall Wiggin distributed a written
Connecticut State Library Report that Sharon
Brettschneider wrote. Sharon is applying for a
Sustainability Grant from the Bill & Melinda Gates
Foundation for training, technical support and
computer upgrades for public libraries. The
Connecticut Heritage Foundation will be holding a
gala event to celebrate the 150th
anniversary of the State Library on October 23, 2004
in the Hall of Flags at the State Capitol. The gala
will help to raise funds for the State Library’s
Connecticut Heritage Foundation. The State Library,
UCONN, Mystic Seaport, the New Haven Colony
Historical Society and the Connecticut Historical
Society are working on a grant to provide new
enhancements to the Connecticut History Online
project (cthistoryonline.org). Ken distributed the
Connecticut History Online brochure that shows a
sample classroom activity for teachers which will be
a new feature on the website. Ken also distributed
a flyer that Sharon designed that shows resources on
iCONN for the arts. Ken used the flyer at a recent
arts event. He also distributed the notes from an
ALA sponsored program entitled, “Top Technology
Trends: A Conversation with LITA Experts.”
7. Department of Higher Education Report – Jonas Zdanys
There was no report given.
8. New Business
a. Nominations Committee – Action Doc. 04-03 – Alan
Benkert
Alan Benkert MOVED (2nd Patricia Daragan)
that the Connecticut Digital Library Board approves
the appointment of Anne-Marie Kaminsky to the
Connecticut Digital Library Board for a term of
January 1, 2004 to December 31, 2005. VOTED
UNANIMOUSLY.
b. iCONN Outreach Coordinator – Doc. 04-04 for
discussion – William Sullivan
Bill Sullivan reported that the State Library is
exploring hiring an outreach coordinator as part of
its effort to increase public awareness of iCONN.
This individual would, among other duties, exhibit
iCONN at events attended by the public in large
numbers, such as the Durham Fair. He noted that the
DPUC (Dept. of Public Utility Control) had a
full-time outreach coordinator at the home school
networking conference where Bill and Steve Cauffman
exhibited iCONN. Bill distributed a description of
the purpose, duties and special requirements for a
Bilingual iCONN Outreach Coordinator. There was a
general discussion of the need for such a position,
including a very flexible work schedule, what skills
would be needed, and whether it should be full-time
or part-time, a state position or a consulting
position.
9. Other Reports
a.
Public Awareness – Sharon Brettschneider
Sharon Brettschneider reported that Betty Goyette
has been hired as a consultant to develop an iCONN
tool kit for K-12 educators. Betty sent a letter to
school library media specialists asking them to
submit their successful learning activities that
will be included in the tool kits. Betty received
40 learning activities back to date. The tool kit,
along with graphics, will be sent to schools on a CD
in September. The Board suggested having it sent to
school principals as well.
b.
Digital Library Progress Report – William Sullivan
Bill Sullivan reported that our current contract
with Auto-Graphics, which was set to expire on June
30, 2004, was extended on a month-to-month basis in
order to allow DoIT and Auto-Graphics the additional
time needed to complete negotiations on the new
contract. As a result, the original start date for
the new system (July 16) will not be met. We plan
to start acceptance testing for authentication soon,
and hope to complete it by the end of July. There
is an alert on the iCONN site that described the
changes that will be taking place in the service. A
letter will be sent to all reQuest libraries
describing the need for their patrons to use a
unique URL in order to access reQuest services, such
as interlibrary loan. Libraries not participating
in reQuest will use the generic (www.iconn.org)
URL to access iCONN and reQuest. Bill distributed a
copy of the Agent resource menu screens for the
public, school and academic library users, and
indicated that there would also be a “classic” menu
that would emulate today’s resource menu. Bill
described how authentication will work in the new
system, both onsite and offsite. BiIl and Steve
Cauffman will demo iCONN at the Durham Fair and
solicited ideas and volunteers for the booth. They
will have a Powerpoint presentation on the features
of iCONN. A live connection is not available. The
board discussed giveaway ideas for the booth to
attract more attention. Over 200,000 people attend
the Durham Fair each year.
10. Adjourn
The meeting was adjourned at 2:14 p.m. The next
meeting is scheduled for September 1, 2004 at the
Middletown Library Service Center.
