1. Call to Order
Al Hopkins's called the meeting to order at 1:01 p.m.
2. Approval of Minutes
Jim Smith MOVED (2 nd Alan Benkert) to approve the amended minutes of
May 7, 2003 . VOTED UNANIMOUSLY.
3. Welcome - Sandra Clockedile
Al Hopkins welcomed and introduced Sandra Clockedile to the Board.
Sandra is from the Wilton Library Association and will serve in the Librarian,
other slot. Al stated that Joseph Gambini, who is the new representative
for the Department of Education, and Jonas Zdanys could not be present
for today's meeting.
4. Approval of Agenda
Alan Benkert proposed adding a report on the access to OCLC database
ILL to the agenda. Stephen Cauffman would do a demo on the Access. David
Bretthauer MOVED (2 nd Sam Brown) to approve the amended agenda. VOTED
unanimously.
5. Public Comment
There was none.
6. State Library Report - Kendall Wiggin
Sharon Brettschneider reported that the state doesn't have a budget
yet. The governor sent out an executive order to not spend money, but
that state workers should report to work. The legislative and the governor's
budget are being debated. Both have full funding for iCONN with enough
money to keep all the databases. Jane Emerson has contacted the vendors
that have agreed to stick with us until we get a budget. Jane sent out
renewal letters stating that the contract was based on whether or not
we get funding. If the budget is not as full level, vendors have agreed
to cooperate. Sharon will post a letter on the list-serve explaining
the situation.
As of July 1, the Connecticut Library Service Units (CLSU's ) have combined
to form the Connecticut Library Consortium (CLC). The CLC board met last
Friday. Their permanent office will be located in Hamden , at the old
Southern Connecticut Library Council office, for the next couple years.
Chris Bradley will be the interim director. Sam Brown stated that the
board hopes to have a permanent director on board by December or January.
7. Department of Higher Education Report - Jonas Zdanys
The Department of Higher Education report was postponed due to Jonas
Zdanys' absence.
8. Other Reports
a. Commercial Database Discount Program - Pat Copes
Pat Copes listed the products. The products are being revamped. The
vendors agreed to this. The billing will now be done directly to the
libraries. Pat distributed a 2002-2003 iCONN discounted database program
summary sheet detailing the vendors, the products that were offered and
the number of subscribers and the savings. Sharon will bring back a proposal
for the September meeting. A mailing will go out to schools describing
how the discount will work for them.
b. Database Update - Sharon Brettschneider
Bill Sullivan reported that GaleNet coverage will include consumer reports.
c. Digital Library Progress Report - William Sullivan
Bill Sullivan reported on the new database for ProQuest. ProQuest will
upgrade their web interface to PQNext. It will be featured in the next
CLC newsletter. Bill distributed the schedule for ProQuest training.
There will be a series of training sessions. Last months update report
showed a change in the statewide library card.
Bruce Stark has transferred back to the Archives department at the State
Library. We have hired a part-time temporary staff person, Marisa Cault,
due to available LSTA funds. Marisa was the head of technical services
at the Hamden Library. She will start on August 4. She has an initial
purchase service agreement for 3 months to do no more than 25 hours.
We can't do more than 25 hours and we have an initial purchase service
agreement for 3 months for her services. Bill is trying to persuade libraries
to leave OCLC's daily FTP service. On July 22, the State Library will
come off the program. The State of Connecticut homepage shows an article
about iCONN's newsstand.
d. RFP Update - William Sullivan
Bill Sullivan reported that there was a vendor conference on Mary 30
at the Department of Information Technology offices in East Hartford.
Bill posted a transcript of the questions that were asked by the vendors,
before, during and after the conference. Bill distributed a copy of the
RFP which had a due date of June 30 for responses. Some of the vendors
asked for an extension. Bill moved the new due date to July 14. Bill
is working with AutoGraphics to improve the agent.
e. C-Car Update - Sharon Brettschneider
Sharon Brettschneider reported that on July 1 c-car went live. There
were some glitches before the transfer of services went through. C-Car
had 2 retirements and there was no pick-up for the heavy libraries. Guilford,
Madison and Branford were backed up for two weeks. We paid BeavEx for
extra shipments to clear out the stuff from those libraries. BeavEx also
went live with Fleet Bank on July 1. A couple libraries weren't open
late so they missed BeavEx pick up's. Another c-car driver is on long
term sick leave. Walt Magnavice is covering that run. C-car moved from
the Middletown Library Service Center to the Van Block storage facility
in Hartford. Van Block is more of a shipping operation and there is more
space and more parking. We added two more libraries to the BeavEx run.
Sharon asked that if any libraries aren't receiving their stops then
they should contact her. We are paying for each BeavEx stop.
9. Access to OCLC Database/ILL Loan
Alan Benkert stated that ILL is not on the database.
The new CLC will not pick it up. CLC is not considering it a core service,
but may consider it a cost recovery service. Anita Barney came back with
the number of libraries that use it. iCONN is the OCLC ILL provider.
OCLC contacted Nelinet.
10. Demo of Agent
Stephen Cauffman did a demonstration of the Agent, showing the searches.
11. Adjourn
Sam Brown MOVED (2 nd Alan Benkert) to adjourn the meeting at 2:10 p.m.
The next meeting is scheduled for August 20, 2003 at the Middletown Library
Service Center.
