1. Call to Order
Al Hopkins called the meeting to order at 1:00 p.m.
2. Introductions – New Members
All the board members, as well as the new members, Elizabeth Frechette,
Janet Crozier, Arthur Skerker and Barbara Jones introduced themselves.
Al Hopkins reported that Sandra Clockedile would be moving to a different
state and would be resigning from the board.
3. Approval of Minutes
Alan Benkert MOVED (2 nd Alana Meloni) to approve the minutes of November
5, 2003 as presented. VOTED UNANIMOUSLY.
4. Approval of Agenda
The agenda was approved as presented. VOTED unanimously.
5. Public Comment
There was no public comment.
6. State Library Report – Kendall Wiggin
Kendall Wiggin welcomed the new board members and thanked all the other
members for their help on the board. He reported that the State Library
did not receive any third quarter budget cuts. The State Library will
be celebrating its 150th anniversary with commemorative activities. The
State Library's newsletter, The Connector , will feature an
insert showing the history of the State Library along with photo archives.
The Connecticut History Online is a joint project of the Connecticut
State Library, Mystic Seaport, University of Connecticut , New Haven
Colony Historical Society and the Connecticut Historical Society, detailing
photos of Connecticut history. The website address is www.cthistoryonline.org .
The State Library will add WWI photo surveys and photos representing
women and ethnic groups into the online project. The group will apply
for a third grant from the Institute of Museum and Library Services to
aid in developing a business plan for the project. The online photos
may be used as a supplement to the Digital Library to serve as a good
model with scanning and cataloging images. The State Library is also
partnering with WebJunction to create a state specific version of the
WebJunction website. WebJunction.org provides online library technology
assistance to libraries and was funded by a grant from the Bill & Melinda
Gates Foundation. Ken attended the December Commission on Education Technology
meeting. The commission is looking for a person to fill the position
of executive director. The State Library received an $18,000 grant from
the Bill & Melinda Gates Foundation to use for technology training.
7. Department of Higher Education Report – Jonas Zdanys
Jonas Zdanys reported that he has been speaking with colleges and universities
about pooling portions of their library acquisition resources, especially
in this time of budgetary constraint, to provide improved access to high
quality online collections, thereby expanding and strengthening the academic
resources available to the academic community through iCONN. He also
stated that he and the Commissioner of Higher Education will be meeting
with representatives of the University of Phoenix , which is seeking
licensure by the Board of Governors to offer eleven degree programs in
Connecticut . The University of Phoenix has indicated that it believes
students do not need access to any form of library resources beyond that
provided by online journals, and Jonas asked the board for their guidance
on this issue.
8. Other Reports
a. Database Update – Sharon Brettschneider
Sharon Brettschneider reported that the board had given the database
committee permission to choose the database to add to iCONN. After a
review of LSTA funds, it was found that both databases, AccuNet AP/Multimedia
Archive and Heritage Quest Online could be purchased. Heritage Quest
will be available to public libraries. AccuNet AP Multimedia Archive
will be available to schools, public libraries and colleges.
b. Digital Library Progress Report – William Sullivan
William Sullivan reported that, pursuant to the recommendations of the
Proposal Review Team, the state awarded Auto-Graphics the right to negotiate
a contract for the Digital Library RFP. Auto-Graphics' proposal (and
pricing) remains confidential until a contract is signed. To expedite
the migration to the new system (the operational deadline is July 1,
2004 ), we are moving forward as quickly as possible to implement the
AGent (Auto-Graphics' federated searching product) under the auspices
of our current contract with Auto-Graphics. We have been using Nelinet
successfully for training and have asked them for a proposal to bring
all current reQuest participants up to speed on the new version of reQuest.
Stephen Cauffman distributed reQuest usage statistics, which continue
to increase.
9. Old Business
a. Public Awareness – Sharon Brettschneider
Sharon Brettschneider distributed the notes from the December public
awareness committee meeting that addressed results of a survey of links
to iCONN and reQuest from public library home pages and ideas for a tool
kit to distribute to K-12 schools. The members of the public awareness
committee are Sharon Brettschneider, Steve Cauffman, Sandra Clockedile,
Al Hopkins and Bill Sullivan. One of the ways that the committee suggests
to get libraries to provide better links to iCONN by public libraries
is a checklist, developed by Stephen Cauffman which will be distributed
to libraries. The committee also suggested developing a web page template
for libraries to download that would include links along with descriptions
of all the databases.
10. New Business
a. Agent 2.0 Preview Environment Demo – Stephen Cauffman.
Steve Cauffman provided an informative demo of the Agent 2.0 federated
searching for the board.
11. Adjourn
The meeting was adjourned at 3:00 p.m. The next meeting is scheduled
for March 3, 2004 at the Middletown Library Service Center .
